Job Description: NHS Operations Director

As an Operations Director, the post holder will work as leader of a dynamic team in delivering a safe and effective service for the mass delivery of COVID19 vaccinations. In particular, the post holder will be responsible for:

* Non-clinical leadership & operational delivery of mass vaccination site(s).

* Managing logistics, consumables and equipment needs.

* Managing the rostering system and coordinate workforce needs.

* Ensuring appropriate governance and risk management and be the escalation point for supervisors.

Location: East London

Temporary: Expected to be monthly with possible extension

Hours per week: 37.5 hours per week

Salary: £58.82 to £67.05 per hour (Umbrella) or £50.01 to £ £57.13 per hour (PAYE Inclusive of holiday)

Knowledge and experience

Educated to post-graduate level or equivalent level or equivalent experience of working at a senior level in specialist area.

Experience of project and programme management techniques and tools such as Prince 2 or Managing Successful Projects.

Formal management qualification.

Proven Board-level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment.

Experience of other sectors and / or working in complex and challenging partnership environments

Significant experience as a member of the senior leadership team for a major national or regional programme of work

Senior leadership of delivery of health and care transformation, as described in the NHS Five Year Forward View and NHS Long Plan

Demonstrated experience in a healthcare environment and local, national and regional levels

Detailed knowledge of the health and care landscape, with relationships across national bodies, the NHS and local government

Extensive experience of delivering presentations to large groups of stakeholders in often pressured and politically sensitive environments Experience of strategic communications and handling the media Experience of successfully operating in and delivering priorities in a partnership environment

Experience of working with politicians, CEOs and other senior figures at national and local levels Subject matter expertise across a number of areas All relating to group operations, strategy, policy and briefings

Significant management experience at senior level in the NHS or other healthcare-related industries

NHS significant experience and understanding of project management methodologies

Experience of managing and prioritising a large budget

Significant evidence of continued professional development Commercial expertise

Experience of primary care commissioning

Awareness of relevant public and private sector business management best practice

Role Specific

* Coordinate the entire mass vaccination centre non-clinical activity and ensure everything runs smoothly at all times.

* Make decisions on day to day delivery of services and operational issues for areas within their responsibility.

* Manage and coordinate necessary logistics and liaise with third party suppliers to coordinate stock, deliveries and transport of materials and supplies to the centre.

* Ensure conditions are met for enabling a smooth flow of citizens when transitioning from one area of the centre to the next.

* Ensure the services and activities are of the highest levels of safety and quality, provided by professionals with the right skills, attitude and values, and are cost effective and remain within budget. Manage and coordinate the rostering system.

* Monitor and coordinate staff demand and availability, ensuring there is enough staff required for the operation of the site (and control for instances such as sick leave .

* Analyse and interpret data as required using management and clinical information in order to support and deliver the Performance management agenda (using financial, manpower, activity, waiting list & performance data).

* Ensure the delivery of high quality, patient focused and cost-effective services in line with the Centre Strategic Direction and National Vaccination Programme which reflect the needs of all stakeholders.

* Assist in the monitoring and maintenance of the health, safety and security of self and others in work area. Assist in the identification and assessment risks in work activities. Supervise and maintain high standards of cleanliness on site.

* Engage and involve senior clinical staff in core business and clinical processes, planning and decision making. Efficiently deal with crises, emergencies and contingencies with the lowest level of disruptions.

Patient Safety and Clinical Governance

* Use risk assessments to keep the patients as safe as possible.

* Ensure the centre and national policies including Patient Group Directions (PGD's) and national protocols or standard operating procedures (SOPs) are followed. These include SOPs on the safe storage, administration and disposal of the vaccine.

* Assist in the monitoring and maintenance of the health, safety and security of self and others in work area
